Abstract

Purpose

The purpose of this paper is to review stakeholder perspectives and provide a framework for improving governance in health data stewardship. Patients may wish to view their own lab results or clinical records, but others (notably academics, journalists and lawyers) tend to want scores of patient records in their search for patterns or trends. Public Health informatics capabilities are growing in scope and speed as clinical information systems, health information exchange networks and other potential database linkages enable more access to healthcare data. This change facilitates novel service improvements, but also raises new personal privacy protection issues.

Design/methodology/approach

This paper summarizes a panel session discussion from the 2015 Information Technology and Communication in Health biennial international conference. The perspectives of health service research, journalism, Public Health informatics and privacy protection were represented.

Findings

In North America, an expectation of personal privacy exists as a quasi-constitutional right. Individuals should be allowed to control the amount of information shared about them, and in particular the public expects that details of their personal healthcare data are protected. This is supported by laws, regulations and administrative structures; however, there are fundamental differences between the approaches taken in Canada and in the USA. In both countries, population and Public Health has wide powers to collect data and share it appropriately in order to accomplish a social good. A recent report issued by the British Columbia Information and Privacy Commissioner, and a recent story issued by the Bloomberg News service, highlight ways in which laws and regulations have not kept pace with advances in technology. Changes are needed to enable population and Public Health agencies to protect confidential personal information while still being able to comply with legitimate requests for data by researchers, policy makers and the public at large.

Originality/value

Similarities and differences in approach, gaps, current issues and recommendations of several countries were revealed in a conference session. Those concepts and the likelihood of ensuing legislative changes directly impact healthcare organizations’ patients and leadership.

Abstract

Purpose

The purpose of this paper is to find an answer the question of whether an educational institution of a fair socio-economic mix of pupils, and an institution favoured with powerful political connections, made any difference to access, equity, and exclusivity in relation to the transition into secondary education. It undertakes this purpose as a historical investigation of Junction Park State School in the early twentieth century combined with statistical analysis of family backgrounds of scholarship holders and their cohorts from 1915 to 1932.

Design/methodology/approach

The socio-economic study uses a published list of scholarship holders from Junction Park State School for the years 1924-1932. The study compares the scholarship groupings with their different school cohorts for the same years using the data on parental occupations, extracted from the Junction Park State School Admission Records 1915-1931. After refinement the study examines a cohort data set of 4,531 pupils which includes 287 scholarship holders. Parental occupations are categorised into socio-economic groupings with high and low occupational ends. There were 237 parental occupations described among the cohort, 1915-1931, from the admission records.

Findings

The statistical chance of obtaining scholarship is increased for a pupil from “commercial low” and “industrial low” background when the school starts with a cohort that has a large representation from such backgrounds. Pupils who were at the lower end of the socio-economic scale at Junction Park State School did much better in scholarship outcomes than for the state. However, pupils whose family background was at the high end of the professions did marginally better than the state result. For the school between 1915 and 1932, in most socio-economic groupings, the boys outperform the girls in the like-to-like comparisons.

Research limitations/implications

The numeric value is excessively low for the primary producers (high) category and numbers in cohort groupings vary. This study deliberately applied like-to-like comparisons: the number of scholarship holders compared to their own gender for the same socio-economic cohort. Percentile in relation to the study’s total was not used due to numeric variations between cohort sizes. The study is a historical investigation of a formative period before Junction Park State School developed its reputation as a scholarship school in the 1940s, and historical factors relating to the post-Second World War era would have different results for a similar statistical analysis.

Practical implications

The paper presents a case study of particular historical significance; however, a generic principle that institutional status can change access and equity opportunities can be tested within the historical setting. The paper claims that historical investigation provides the groundwork to establish the distinctive actuality. Historical investigation picks up on unusual patterns over time, not necessarily to disprove the sociological model, but more to test the model against actual events.

Social implications

The Queensland social history is connected to the study’s statistical analysis. The data are considered from a perspective that, first, Junction Park had a diverse population of pupils from different socio-economic backgrounds. Second, the school had a solid reputation as a leading school, partly from the political standing of the school leadership, and partly from the strength of its scholarship teachers. Together these factors suggest that pupils at Junction Park State School from the socio-economic backgrounds less inclined to foster educational values were given greater support to achieve better scholarship outcomes.

Originality/value

Statistical analysis is rarely brought to academic history work. There are greater risks in misinterpreting the data. There is also a difficult enterprise of extracting the required information. Nevertheless, the reward from this paper is an insightful view of a large and an innovating Queensland primary school, picking up the details in the life experience of pupils. In that historical process there is a greater degree of accuracy and better interpretive value which can be applied to the sociological model.

Abstract

Purpose

The rapidly changing nature of local government service demands new skills, but there is often a gap between the new skills needed by library authorities and the skills that “traditional” librarianship education delivers. The purpose of this paper is to show how QLP‐Y can bridge this gap and to consider the approach of the Quality Leaders Project – Youth (QLP‐Y, 2003) and its contribution to staff development within the public library sector.

Design/methodology/approach

Setting the project in the context of a changing global situation, the paper considers briefly the effect of this situation on local government service before moving on to consider the learning opportunities afforded by involvement in QLP‐Y. Finally, it considers the importance of sustained innovation in public service and the role of universities within this.

Findings

The paper highlights the need for a different content in librarianship courses and the need for a training approach that combines work‐based learning with an academic focus. It shows how the “management development through service development” approach of QLP‐Y can lead to significant achievements in the development of both staff and service and how QLP‐Y can develop in staff key management skills alongside an understanding of the wider policy context and the ability to shape one's work within it.

Originality/value

Using the latest QLP‐Y material, the paper examines how the project has helped implement new ways of working in line with changing policy requirements and will thus be of interest to the academic community, decision makers and managers in local authorities.

In 2015, Idris Elba declared ‘I’m probably the most famous Bond actor in the world … and I’ve not even played the role’. Speculation about Elba taking on the role of the world’s most famous spy has circulated for over a decade, fuelled by current Bond Daniel Craig’s assertion that the role has ruined his life. This chapter will examine the role of fans in driving hype about the future of Bond, focusing on the case study of alt-right outrage at the potential casting of Elba. The anti-Elba camp have framed their outrage as informed by authorial intent, and the desire to maintain canon, with claims that Ian Fleming’s Bond was, and should always be white and Scottish. Bond’s expansive narrative universe has remained constant since its inception, enabling fans of the series to form an emotional connection and sense of ownership over the text as a cohesive brand, a form of ‘affective economics’ (Hills, 2015; Jenkins, 2006a). By situating the debate over Elba’s suitability within the timeline of the Bond franchise, the author will posit that the rigid casting and structure of the film series to date enables feelings of fan ownership to flourish. Whilst the influence of vocal fan groups has altered the future direction of numerous popular texts, this chapter will suggest that the sameness of Bond-as-brand provides the justification for fan backlash towards potential change. In sum, this chapter will highlight the Elba-as-Bond rumours as a reflection of the contemporary political moment which seeks to flatten out difference under the auspice of protecting the canon and tradition of ‘brand Bond’.

The utterance at a recent council estimates meeting of an Alderman to the effect that he opposed increase of the book‐fund of the libraries in the town because, whenever he wanted a book, he bought it, was, we suspect, a vainglorious one used for a special purpose and time. It was obviously, too, that of a man who may read on occasion, but is not a regular user of books. There are many such and, no doubt, their limited point of view is to be encouraged, so far as book‐purchase is concerned. What it disregards, or does not understand, is that the real reader cannot easily contemplate life without books; he never has enough of them, even if he is not a hoarder of them. There are thousands such. Their homes are not large enough, and their purses are too limited, for them to buy everything they want to read. The “Alderman” can feel that books are cheap; he spends more, if he has the means, on a box of cigars, or a bottle of whiskey, than any ordinary book costs. A single visit to a theatre with his wife (with the inevitable accompanying dinner or supper and transport) costs him more than a shelf of them. If he throws away the book when read, or rejected—for only a few such books are read through by the type under consideration—that is of little more con‐sideration than his disposal of cigar ash or used theatre tickets. In this stringent time the greater part of the community depends upon the borrowed book. Inevitably this will increasingly be the case. Every man and woman, however, who loves books desires to possess them, and every wise librarian encourages that desire. It can reduce the use of libraries very little, if at all, and our business as librarians should be to provide for the literate nation, indeed to assist its making. There are many ways in which this might be done—the provision of lists on “Books for Every Home” with clear notes on why, for it must be realized that not every citizen knows the books that are commonplace tools. In how many homes, for instance, is Whittaker's Almanack to be found? A reference book, of course; but almost the first need of a household is a set of the best tools of this sort. Has any library yet issued a list with this special intention? Say, “Six Books necessary to Every Home”? We assume that when a reader is passionately drawn to a book he must buy it, but such attraction is mainly felt by those who are already book‐lovers. For others there are such questions as, where shall we put the books suggested? An answer may be that every librarian, in his own area, should urge that built‐in bookcases should be a feature in every house plan. He might do much to solve a real problem. He can continue, too, to assist book‐buying by his periodic exhibitions of books for prizes, presents (Christmas and birthday) and help to answer the question, “What books of great literature ought to be in every home for children and for life‐keeping?” His every convert would become also a life user of libraries.
